Marc Catlin’s Adult Education becomes Law with High Approval

Denver, Colorado – “We all want to obtain the ‘good-life,’ for some of us that means having the

opportunity to obtain the skills that we feel we need to better our lives,” says Representative Marc

Catlin who is a prime sponsor of SB24-051 , Adult Education. The bill became law on March 6, 2024.


This law allows the State Board of Community Colleges and Occupational Education (SBCCOE) to

implement minimum graduation requirements for students to receive a high school diploma. A

community college can award a student with a high school diploma who successfully completes these

requirements. Also, this bill funds the Adult Education and Literacy Grant Program through the 2028-

2029 fiscal year. The bi-partisan bill received 95% approval from all state legislators.


Representative Catlin says, “In Rural communities, especially, opportunity is the spark that keeps our

way of life going. Access to education should not be what holds you back from bettering your life or

bettering your family’s life. This bill delivers more opportunity to individuals to obtain that ‘good-life.’”

The prime sponsors in the Colorado House of Representatives were Marc Catlin (R-HD58) of

Montrose County and Cathy Kipp (D-HD52) of Larimer County. The prime sponsor in the Colorado

Senate were Rachel Zenzinger (D-SD19) of Jefferson County and Barbara Kirkmeyer (R-SD23) of

Weld County.


Colorado State Representative Marc Catlin represents the eight counties of Dolores, Delta, Gunnison,

Hinsdale, Montezuma, Montrose, Ouray, and San Miguel. Representative Catlin Vice Chairs

Agriculture, Water, Natural Resources Committee, is a member of the Capital Development

Committee and is Ranking member of the Transportation, Housing Local Government Committee.
